The details were provided in response to a question raised by BJP MP Janardan Singh Sigriwal, who sought information on measures taken by the government to ensure employment opportunities for soldiers completing their tenure under the Agnipath scheme. Minister of State for Home Affairs Nityanand Rai submitted a written reply before the Lok Sabha on July 21, explaining the framework established for former Agniveers.
50 Per Cent Reservation in CAPF Recruitment
Under the new policy framework, 50 per cent of all Constable General Duty and Rifleman vacancies in the Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB), and Assam Rifles will be reserved for Ex-Agniveers.
The reservation has been incorporated into recruitment rules as an official policy provision rather than being offered merely as a preference during selection.
Age Relaxation Benefits for Former Agniveers
The government has granted a three-year relaxation in the upper age limit for all Ex-Agniveers applying for these positions. The first batch of Agniveers, who joined the programme before these provisions were established, will receive an additional five-year relaxation as a one-time concession.
The special relaxation has been introduced to support the initial group of recruits who entered the Agnipath scheme without clarity on future employment opportunities after completing their service period.
Exemption from Written Examination and Physical Tests
Under the announced framework, Ex-Agniveers will not be required to appear for the written examination or undergo the Physical Standards Test and Physical Efficiency Test, which are mandatory requirements for other CAPF candidates.
The government has considered four years of military service as sufficient evidence of a candidate’s physical capability, discipline, and operational training.
Along with these measures, the Ministry of Home Affairs has established a dedicated Ex-Agniveer wing within the ministry. The unit will monitor and coordinate the placement and career transition of soldiers after completion of their Agnipath service period.
No Ex-Agniveers Recruited Yet Under the Policy
Despite the policy framework being established, there are currently no recruitment figures or force-wise placement numbers available because no Agniveer batch has completed the required four years of service.
The first batch of Agniveers, recruited after the launch of the scheme in 2022, has not yet completed its tenure. Although the rules have been prepared and officially notified, the system has not undergone an actual recruitment cycle.
Government’s Response to Concerns Over Agnipath Scheme
The Agnipath scheme has faced criticism since its introduction, with opposition leaders and other critics repeatedly questioning the future of the approximately three-fourths of recruits who will not continue in the armed forces after completing four years of service.
The government has maintained that alternative career pathways have been created for such personnel, including opportunities in CAPFs, state police forces, and defence public sector undertakings.
The latest parliamentary response provides detailed provisions specifically for CAPF recruitment, including reservation percentages, age relaxations, and exemptions from selection tests.
Policy Framework Awaits Practical Implementation
A policy structure on paper and its actual implementation in recruitment are different challenges. The real assessment of the framework will begin when the first group of Agniveers completes service and applies for CAPF positions over the coming years.
As the Agnipath scheme expands, CAPFs may have to manage recruitment of potentially tens of thousands of candidates annually. The effectiveness of the 50 per cent reservation policy, the continuation of exemptions from physical tests during large-scale recruitment, and the ability of the Ex-Agniveer wing to manage the transition process remain issues that will be evaluated through actual implementation.
The government has also indicated that it may expand or modify the policy in the future, though no specific changes have been announced. At present, the framework represents a significant employment pathway for former Agniveers, but its success will depend on how effectively it operates when the first eligible candidates enter the recruitment process.
